Flood vulnerability mapping and local mitigation strategies: The case of Adama City, Ethiopia

The intensity of flood vulnerability is more severe in developing countries intermediate cities. The main objective of the study is to assess flood vulnerability mapping and flood mitigation strategies of Adama city. To meet the objective, the study employed multi-criteria overlay analytic hierarchy process and ordinal logistic regression model. GIS and R software were used for multi-criteria and logistic regression analysis, respectively. For vulnerability mapping, slope, distance from the river, elevation, flow-length, precipitation, land cover, and population density were considered. House legality, house quality status, residential length, flood frequency, gender, marital status, family size and occupation were considered as independent variables against flood mitigation scheme, dependent variable. The result shows that large parts of the city fall under moderate hazard zones followed by high hazard zones. The result further indicated that significant size of the city fall under very high hazard zone. Large area 1661.58 and 100.17 ha are under high and very high vulnerable to flood, respectively. Moreover, eight kebeles experience very high levels of flood vulnerability. As to flood management practices, the result shows that the residents of Adama city are practicing peculiar flood management strategies such as improved door size, flood septic tank, and gravel filling. Unprecedented urbanization and unplanned expansions are taking place in Ethiopia's intermediate cities including Adama, which makes the land use management complex. This has made large number of people and neighborhoods vulnerable to flood risk. Hence, developing food vulnerability map and promoting local flood mitigating strategies can play significant role in eradicating flood risk among such flourishing intermediate cities.
